Short bio
Rainer Jungwirth holds a doctoral degree in physics awarded by Technische Universität München. He is specialized in research on international security, including nuclear security, non-proliferation and CBRN issues. He currently works at the Joint Research Centre of the European Commission where he leads the team working on Hybrid Threats and Critical Entities Resilience.

“Hybrid Threats – A comprehensive resilience ecosystem”
Hybrid threats pose a specific danger to the EU and other democracies, because they target core democratic processes and weaken citizens’ trust in their institutions and governments. The authors propose a ‘Comprehensive Resilience Ecosystem’ model, CORE. This model proposes for the first time a systems-thinking approach to help policymakers counter even complex hybrid threats in an efficient and coordinated way. The report presents concrete recommendations for policymakers on addressing hybrid threats in practice.
